Enrolment Period Extension During a COVID-19 Lockdown

Under Family Assistance Law, enrolments automatically end when a child does not physically attend care for 14 weeks.

To prevent this from happening, Services Australia will apply the $0 session of care at the child’s usual service from 12:01am to 12:30am.

A service is in a ‘COVID-19 hotspot’ when:

Greater Melbourne

Services in the following Victorian LGAs will have the $0 session applied on 18 October 2021:

Banyule, Bayside, Boroondara, Brimbank, Casey, Darebin, Frankston, Glen Eira, Greater Dandenong, Hobson Bay, Hume, Kingston, Knox, Manningham, Maribyrnong, Maroondah, Melbourne, Melton, Monash, Moonee Valley, Moreland, Port Phillip, Stonnington, Whitehorse, Whittlesea, Wyndham, Yarra, Cardinia, Mornington Peninsula, Nillumbik, and Yarra Ranges.

Greater Sydney

Services in the following Greater Sydney LGAs, who were in a Commonwealth Declare COVID-19 Hotspot, will have the $0 session applied on 13 September 2021.

Bayside, Blacktown, Blue Mountains, Burwood, Camden, Campbelltown, Canada Bay, Canterbury-Bankstown, Central Coast, Parramatta, Shellharbour, City of Sydney, Cumberland, Fairfield, Georges River, Hawkesbury, Hornsby, Hunters Hill, Inner West, Ku-ring-gai, Lane Cove, Liverpool, Mosman, North Sydney, Northern Beaches, Penrith, Randwick, Ryde, Strathfield, Sutherland, The Hills Shire, Waverley, Willoughby, Wollondilly, Wollongong, and Woollahra.

What to do in Office (Administrators)?

Services Australia will automatically apply the $0 fee on enrolments they deem to be at risk of ending due to the COVID-19 lockdown. This is usually characterised by:

  • The service is located in Commonwealth Declared COVID-19 hotspot, and
  • The enrolment is approaching its 14th week of consecutive submitted absences.

As the Government will automatically apply this fee, Administrators do not need to amend or add anything in Xplor.

However, please follow the below steps if in the event of:

  • identifying an enrolment that has not attracted this fee and you wish to manually apply it, or
  • the session has accidentally been removed.

Note: The Department will be monitoring compliance, if in doubt consult the CCS Help Desk before making any changes.  

  1. Create a new fee.
    Go to Settings > Service Settings > Click on your service > Fees > Click on "+New Fee" at the upper right.
    • The session fee is $0.
    • The session start time is 10:00pm and end time is 10:15pm
    • The fee name is ‘COVID-19 Service Update’
    • The fee should be eligible for "Australian CCS"Screen_Shot_2021-10-18_at_12.16.04_pm.png
  2. Create an additional booking with the ‘COVID-19 Service Update’ fee attached to the child's last day at your service.
  3. Record 12:01am - 12:30pm as the child's attendance.
    Note: Compliance with eligibility rules and obligations under Family Assistance Law will be monitored.
  4. If you have made this change for a previous week, you will need to manually resubmit this session to the Government. Please view this guide for more help.
