What is a Child Written Arrangement (CWA)?

A CWA is an agreement between an Education and Care Provider and a parent or guardian, to provide childcare in exchange for fees. A CWA fulfils two primary objectives:

  1. A child is taken to have begun enrolment when an approved care provider and parent or guardian enter into a complying written agreement (CWA), and
  2. For a care session and eligibility for CCS, a parent or guardian must have incurred an expense payable for the session under a CWA.

The CWA can be modified at any time to change a childcare subsidy status. It must detail the following information to be approved by parents or guardians via the MyGov website before they are activated. The provider and parents contact names and details 

  • The date the arrangement is effective from 
  • The child or children’s full name and date of birth 
  • Session days and start/end times care to be provided most of the time 
  • Is the care on a flexible/casual or routine arrangement 
  • Details of the fees to be charged under the arrangement (or known as a fee schedule).
Why is the start date in MyGov earlier than my child’s actual child care start date?

The date displayed in the MyGov screen is the government enrolment notice date. A government enrolment (Complying Written Arrangement) is an agreement to provide care in return for fees. All child enrolments within a service must have an agreed CWA for the family to be eligible for Child Care Subsidy. This date will be the date the CWA was created and will update to be the date the carer agrees to the CWA.

If you are not completing the CWA on your child's first day of care than this date will be different to your start of care date. The start of care date is when your child's sessions will commence and fee's will begin to be charged by the service.

If the date is greater than your child's start of care date, you will need to discuss the options to backdate this notice. There is strict legislation around the ability to backdate,  for further insights into this please visit the Department of Education website.
