[17 July 2017] Final Reminder: Attendance Submissions

Dear Services,


As of 24 July 2017, the department will restrict the submission and cancellation of attendance records for previous financial years.
 
Cancellation of attendance records relating to care provided in previous financial years can cause a range of issues for both child care services and individuals including debts being raised for CCB and Child Care Rebate (CCR). With this restriction in place, the likelihood and frequency of this occurring will be reduced.
 
The restriction means that services will need to ensure all the previous financial year’s attendances are accurately submitted before families undergo reconciliation. Child care services are required to submit attendance records no later than 14 days after the end of the week in which the session of care took place; this restriction will help to ensure services are complying with their legal obligation.
 
Where a child care service must submit or cancel attendance records in a previous year in exceptional circumstances, they will be able to apply to the department for access to the system. If approved, the service will be able to make necessary amendments.
 
There is nothing you need to do in preparation for this change, you just need to continue ensuring that your attendance records and Special Conditions are up to date and accurate within 14 days after the week in which care took place, including:
  • Special CCB 
  • JET or JFA payments 
  • AMEP and 
  • ISS funding  

If you do think any changes need to be made, please ensure this is done and resubmitted as soon as possible to avoid missing the CCMS previous financial year deadline. 

NOTE: If the department allows access to the system and if an individual has had their entitlement reconciled for a financial year, any further payments and adjustments of CCB and CCR for the year resulting from submission or cancellation of attendances will be managed directly by the individual and DHS.
